The West Bank was never sovereign. It was part of a cease fire, after which Jordan illegally annexed it which only Pakistan and UK recognized. One can conclude parts of it are occupied...by Arabs who took the land and resources after ethnically cleansing the land of Jews in 1948 (and of most Christians between 1994 and 2005). The water carrier that is being spoke about is water that is being brought from sources withi the State of Israel into Judea and Samaria (The West Bank). Water is provided to the Palestinians, so they should not be stealing water from pipes.

They spoke our language and listened to our music and lived peacefully amoung us. It was not until the new yishuv arrived that conflicts arose.
