'Arab' is largely a cultural-linguistic identity, not a identity based on a highly specific geographical region. If not, then Syria, Lebanon, Iraq, etc. are not Arab countries. These countries, of course, contain native non-Arab minorities but the dominant culture is 'Arab'.
