San Remo's decision concerning the British mandate for Palestine is based upon the Balfour Declaration (1917) which states "...in favor of the establishment in Palestine of a national home for the Jewish people" It also states "it being clearly understood that nothing should be done which may prejudice the civil and religious rights of existing non-Jewish communities in Palestine"
