Israelis are not allowed to have weapons. You need a lot of documents to have just one handgun so having a whole arsenal of weapons is impossible to have. Now, what's the NVGs and rappeling gear for? Were you thinking of robbing a bank to pay for all this stuff? ;-)

Basically, they are written to ensure the Arabs can't get guns. As a side effect, they also prevent new immigrants and other trustworthy people from getting guns too. Set aside this one particular persons case and lets analyse whats happened in Israel of late. After the assasination of Rabin a whole new play came into effect. Israel is NOT the US and it SHOULDN'T be! Many laws are different. US is an immigration state, Israel is a Jewish state. US criminal courts have jewry, Israeli courts have only judges.
