Actually Resolution 1701 hasnt gone into effect as what was agreed was that: 1) Hizbullah would be disarmed. 2) Kidnapped soldiers would be returned. 3) Hizbollah would be prevented from smuggling any more arms into Lebanon. None of the above have happened. Israel, on the other hand, has withdrawn from Lebanon (and now Hizbollah supporters frequently approach the border fence and throw rocks at our soldiers). Therefore, Israel continues to at least patrol Lebanese airspace to monitor and gather intelligence on smuggling activity.

Israel has every right to conduct surveillance over the rearming of Hizbollah, given that the terrorists are rearming in violation of the resolution. Besides, there's nothing in the resolution that says Israel cannot overfly Lebanon, especially in light of the many violations by Hizbollah and its various supporters.

Before and immediately after UNSCR 1701 being effective, Israel did not hide its intention to continue its unilaterally declared right of flight over Lebanon. It has not admitted the saying that; “you could not cross the bridge before reaching it”

why no such "good feelings" go also to the Lebanese. Germany was invited as well by Lebanon to the UNIFIL to protect its sovreignty. The Lebanese do not have U-boats and do not have any other effective arms, but they trust the Germans as "good" friends.
