What actually happened was Israel was engaged in a ground war , and Olmert declared the ceasefire WOULD take effect within the next 48 hours or so. Announcing an intention to declare the ceasfire ain't the same thing as declaring the ceasefire. Enough said.

Do you mean the cluster bombs Israel was found not to have used? Or do you mean the incessant rocket attacks on civilian populations from Hizbullah in the south of Lebanon to Hamas in Gaza?
