As long as people sinned in private, no one paid any attention to it. According to the Torah, sins done in private are between the person and God, but once it is done openly and 'proudly," the public becomes party to it and has the responsibility to stop it or share in its punishment.

As for the bible, to me it is a historical record of the Jewish people written by human beings. Between some rather horrible "smitings" there are glimpses of outstanding suggestions on how to get along with one's fellow men to which, from the mess we're in, nobody, Jews and Gentiles included, pays much attention.
