There is no requirement to allow civilians to leave a besieged area though it is explicitly encouraged. Most importantly, it is explicitly the responsibility of the controlling force to protect civilians in their sector. Hamas was required to protect the civilians in areas it controlled. It is also explicitly stated that areas are protected only as long as the controlling power does not militarize them. In that case, force sufficient to suppress the threat is explicitly allowed. Misuse of symbols like the red cross or white flag is a serious war crime. For example, using an ambulance to transport weapons and troops or using a white flag to reposition fighters. If it is allowed or not prohibited in the text of the conventions, IT IS NOT A WAR CRIME!!!!
