Mr. Solana has let it be known he will not seek a new term as the EU's foreign emissary(which gives him more freedom to speak his mind). Even the Palestinian Authority itself has always refrained from doing this, which leads some people to believe that they either can't or won't commit to the definitive 'real thing'. Israel has also dragged its feet on the issue, but then again, like they themselves did in 1948, the accepted rule is that a nation/people declares it's own sovereignty(against unwanted overlords who could react unfavourably - like starting a war that you must then win to consumate your independence). They seem to wait forever to get a 'better deal' from Israel, the international community, the Arab world while being divided among themselves what is their goal regarding the nature of their state, its borders and its ambitions.
