The Brits were informed of this bombing 30 minutes before [ that's sure ] they did'nt evacuate . Why ? Sources said that the commander there "does not accept orders from Jews" , or maybe that it was impossible for them that the Jews could place a bomb in this heavilly guarded place . True, it wasn't Israel pre-48, but it wasn't Palestine either. It was just a piece of land that was part of Jordan. It was not a national homeland of the Palestinians, in fact, there was no people called the Palestinians back then.
