What Ynet is relating to is the Neturei Karta, not the entire ultra-orthodox charedi community. One thing I will say for the Neturei Karta - they do not take benefits from the state. I believe they reject even the child allowances. This is because in order to get the child allowance, they would have to have been granted, and accepted permanent residency status. That would mean recognizing the Zionist regime which they are violently opposed to.
