The appropriate question would be "Why has Hamas used cinder blocks, cement and rebars for the purpose of shoring up smuggling tunnels rather than to rebuild Gaza's infrastructure?" Besides -- if Hamas used the flour mill as a staging area to fire upon Israeli troops, it is Hamas who made the flour mill a legitimate military target. Again, take it up with Hamas.
