Israel may allow some aid to flow through land crossings in Gaza, but its general policy is to make life as difficult as possible for Gazan without appearing inhumane. The goal is to get Gazan to either die off or to leave Gaza. When that 1.5 million dwindles to few dozen thousands, Israel will easily take over the land without much resistances. This blockade is legal according to all international laws. Israel is responsble for the waters surrounding and Gaza and has the right to inspect any ship approaching its shores.
