It seems to be a long range radar system that can pickup aircraft flying over Syria, Lebanon and Israel, as well as most UAVs. How easy this radar is to jam is unknown but if linked with newer anti-air missiles like SA-20 then if very dangerous for Israel aircraft. If Israel can not use its airforce fully then only 2 other options, ground war or nukes. Israel has a well trained/supplied army but still a small country. A short ground war would favor Israel but a long costly one would be hard for Israel to win and still keep control over Palestinians, that could force Israel to use nukes sooner to keep troop losses lower but if other have nukes then Israel could be in trouble.
