Such as one in Haifa on using computing power more efficiently and effectively, Ashdod for the creation of Algal based biofuels, Be'er Sheva for solar energy focus, and many more than I could think of. Then give adjunct and new appointments of Group leadership and Research associates to the best of the Israeli academia to focus on developing these new technologies for immediate real world use! And show that it is feasible that within 5 years an advanced industrialized nation can dramatically reduce it's oil dependency. Such that other nations can easily follow suit.
