Step 1: Stop teaching hatred. State unequivocally that they give up on the "right" of return. Accept Israel. Those are basics. Step 2: Accept the interim agreement that Netanyahu proposes: police force only, Israel around the borders, etc. I know they want more. Long ago I might have said give them what they want.
