The International Criminal Court has jurisdiction to try people who have committed war crimes. There is evidence that Sarkozy gave his forces the order to execute black prisoners of war in Cote d'Ivoir. There is also evidence that French Special Forces violated the UN security council resolutions and committed war crimes in Libya. Israel should arrest Sarkozy and demand he be tried by the ICC for these crimes. If he is innocent, he will be released quickly enough.

That would incur the wrath of the United States, Germany and the United Kingdom, and will buy France no political capital whatsoever, as the United States will veto any resolution.
