But Arafat rejected the deal stating Arabs had the right to return to Israel or no deal. 3. The PA still refuses to recognize Israel as a Jewish State. It also will not allow Jews to live within its borders should it become a state. 4. Israel has always allowed Arabs to live within its borders...this has had the unfortunate result of terror attacks against civilians every year for over 60 years. 5. Israel could be smarter.
