Haredim complained about what exactly? Braiding of hair is not forbidden, and nor is it forbidden to braid someone else's hair. In fact, the Torah in Dt 22,12 commands us to make braids or Gedilim, , i.e. tzitzit, so the normal practice of doing this with hair is permitted.

The story clearly states that she was scolded by her commander. If it was "her" commander it must have been a non religous officer, who was misapplying the rules as stated by the Spokesmans office. No where does it say in the story that a religous soldier complained.
