Here's a news flash: not all criminal attacks are terrorist attacks. When you attack someone because of his or her ethnicity or religion, that qualifies as a terrorist attack. Knocking off a politician, a prosecutor, family member or defector is a crime. But it is not a "terror" attack. It's a statement, or vengeance, or self-preservation. But it isn't terror.
