The people who organize the religious camp spend months collecting donations to make the camp less expensive.
The city provides space, some agministrative assistance, and a small subsidy, the same that the other camp gets.
There is no reason to be critical because some people are willing to help bring down the cost for some kids.

For the 8 days leading up to 9 Av, and 9 Av itself there are most likely no special activities, especially no swimming, or music, which obviously make for a cheaper camp.
