Nasrallah knows nothing will happen to him if he threatens Israel. He can always run and hide somewhere. Nasrallah's end will come soon - and he sees it - when the Sunnis and Christians in Lebanon gain the upper hand. It will come Arab style - see Syria 2011-2013 or Iraq 2004-2008. Israel, for all it's military superiority, plays by different rules. Thus it suffers from Hezbollah, Hamas and from the PLO before them.
