This story is probably false and based on information being given by rebels who cannot be considered a trustworthy information outlet. If there is truth to it then it was probably rebels who carried out the attack, it looks like the Russians might have saved Assads neck so they want the world to see him as having used chemical weapons again in a hope they can make the west say no deals with Assad or Russia military action to bring down Assad is the only option. Assad is not so stupid that right now he would use chemical weapons again, especially if they do not achieve any significant military victories. He kills more people bombing a school than he does with his chemical weapons and the world isn't trying to stop him bombing schools.
