The Jews accepted the resolution, didn't they? that means that they accepted the borders. The Arabs (calling themselves now "Palestinians") refused the UN resolution which for the first time in their history too granted them an independent state in the holy land - with the whole of the west bank and Jerusalem being an international enclave. Bottom line - the Arabs declined the offer because they didn't want the Jews to have a country of their own.
