Lets see who are the bigger babies the Jerusalem residents who went without power for a couple of days because the storm or the Gazans who would go without power for a long time if we did the smart thing and said as long as there is terror there will be no fuel and try digging those tunnels by candlelight. It's all too common for a story dealing with some problem within Gaza or Judea/Samaria (the "West Bank") to be sourced to foreign news services - AP, Reuters or in this case AFP - which inevitably put an anti-Israel or "blame Israel" slant to the piece. That's certainly the case here. Does Ynet not have their own sources and resources to write a proper story? And note how they add a closing perspective from Gisha, which they term an Israeli NGO, but is in fact a mostly foreign-funded body promoting a pro-Palestinian agenda. No doubt theirs' is the perspective they want to leave with the reader.

The PA wants to tax fuel in Gaza just like the rest of the Palestinian controlled areas, while Hamas wants to tax it themselves so don't want to pay the PA. This results in no one ordering or paying for fuel via Israel - but to Gisha that means Israel is to blame for the lack of power?

Israel responsibility is to return the power plant to full capacity; Under the Geneva Convention Israel is responsible for the welfare of the people whose land it illegally occupies. This includes the transfer of electricity from Israel to the Gaza Strip. Hamas should take Israel before the ICC and sue for damages.

The power plant, like mosques and other places, become a valid military target once its used in hostilities by the opposing side. That is, the responsibility falls on Hamas when they used the power plant to place its terrorists and launch attacks from. Intl Law justifies that. Gaza isn't occupied, and Hamas' Haniyeh admits that readily. So, you'll have a tough time getting the ICC to take a case that even the "Palestinians" contradict. But I would love to hear the argument in front of the ICC by Pallys - "You must make Israel guilty and pay for damages because they returned fire when we were attacking them and stopped us from our human right of self-defense of targeting all Israelis in their homes, schools, and work places. It's a travesty." Hilarious.
