Why are terrorists allowed to decide when to attack Israel and when to end with a truce? Doesn't the government care about the civilians who live in southern Israel?

Why don't you send to Gaza rockets that you recently found on Iranian ship? You have to obey the international mail rules and you should respect the rights of the addressee, ie that they should get the package that was mailed to them.
