As far as I can tell, there are exactly ZERO nations on earth that will take your millions of "excess" humans. I have asked this question many times and not one poster has provided me with the exact destination and methods of making all the non-Jews living west of the Jordan River "disappear." So please enlighten us. If you suddenly wake up from your delusions and realize that the non-Jews are NOT GOING ANYWHERE, then you will have to PAY to provide all the services needed by your new citizens after the annexation.
