1. How sad....

perhaps a floating boom around the area would help. It's to bad the signs were either ignored or not seen.

but what is even more sad is that this is the outcome of a sickness in Israeli society. The sickness being that people flout the law everywhere and anywhere. On the road, smoking in public places right under the no smoking sign, parking on sidewalks, bathing and surfing in forbidden areas, beach buggying on public beaches, lighting picnic fires, again right under the sign which states forbidden and warning of a fine, and the list goes on and on. In a society where there is no respect for the law it follows that people have no respect for each other and the natural consequence of this is accidents and death. We are all to blame for the lax attitude and the lack of public order. Laws and by laws are made in order to protect people from society and society from people. No respect for the law, chaos ensues.
3. In this case a fence is needed...

if we don't want a repetition of this tragic event. People who can not read or are absent minded must be protected too.
