As already explained by others Iron Dome only strikes at rockets which are pre-determined to be headed for built-up areas.

Obviously you don't know that the beauty of iron dome is that it calculates where the missiles are going to hit. Missiles that are going to hit open spaces are not intercepted - and they are the majority. Only missiles which are going to explode in populated areas are intercepted. So the fact that 10 percent of the missiles are intercepted doesn't indicate that iron dome failed to intercept the rest but that the rest landed in open spaces and, thank god, caused no damage.
