If Netanyahu was CEO of a public company the shareholders would have removed him years ago. In a company the CEO is ultimately responsible - especially where he has a the freedom to pick his staff. If Ms Regev looks at the graph on housing prices she might note there has was a signifcant rise before Mr Lapid was even a twinkle in Mr Netanyahus eye.

The right have been panning Lapid ever since he appeared on the scene. They didn't expect someone from nowhere to get more mandates than the Likud itself (which only got enough to form government because of Lieberman). People like Milwaukee Broad, in the Facebook feed, reckon that the ultimate sanction came from Lapid as Chair, but the person who signs the final approvals is NETANYAHU, and he put a damper on anything that smacked of reform.
