Chaim Herzog as president broke the law. The president is supposed to invite a representative from each political party to consult with him after elections about the formation of the new coalition government. Chaim Herzog refused to invite Meir Kahane who was elected to Knesset in 1984. But then, it was Kahane so nobody cared...
