In fact there were actually more collaborators sending Jews to the Nazis from Vichy France than from Franco's Spain. I strongly urge you to read the book "The Mezuza in the Madonna's Foot" it records the history of Franco's behavior towards the Jews during World War II. This includes allowing the American Jewish Joint Distribution Committee to maintain a public and visible OPEN office in Barcelona as well as providing Spanish certificates of safe transit and all necessary travel documents to Jews from Greece, Bulgaria, Serbia etc who could prove even the remotest connection to Spain.
