Not all of these fires were caused by arson. Some were caused by the drought weather conditions combined with negligence (have you never noticed how many Israeli-Jews just toss their cigarettes out their car windows? or those who don't bother to put out their camp fires?) and/or plain old stupidity!
How does Minister Mr. Kahlon plan on compensating people who lost their homes for reasons other than nationalist arson?
