Increase punishment to those holding any authority.

The simple fact to be an officer, politician, judge, police, business boss bring some level of intimidation, of threat that can be used by scoundrels to take advantage of their victims in the first place and to scare the victims into not denouncing the aggressor.

They should be punished more harshly.

It should be implied they used the power of the state (or of the company) for their own private illegal advantage.

Leniency towards these kind of behaviours will lead to loss of trust in the Country with all it entails, more crime, less draftees etc.
