In Britain a local council can force the purchase of private property if it's needed for a public purpose like roads or social housing.It's called 'compulsionary purchase' and often disadvantages property owners.
I have never heard local councils being described as breaking 'international law' and council leaders being threatened with prosecution at the ICC or any other crimlnal court.
