The best way to stop this kind of thing happening in future is to have a Chief of Staff for each branch of the IDF and first choice on equipment purchases each year is set by the Chief of Staff for that branch of the IDF instead of having 1 Chief of Staff who is a general and the traditional attitude has been the navy is the poor relative of the air and ground forces so shouldn't get big money at their expense. Moshe Yaalon was against submarine purchases because he wanted to make sure the army got more Merkavas and the airforce gets the jets not buying submarines. Have a Chief of Staff for all branches of the IDF and a fairer way of spending the military budget this sort of thing is less likely to happen and you make military spending less political.

To stop this madness of corruption in Israel the police should confiscate their villas, cars and bank accounts immediately. When you have military and politicians taking bribes Israel cannot function as a normal state. There were rumors when I lived in Israel that Ezer Weitzman the former general and defense minister received kick backs in the millions when IDF purchased the F-4's from the USA late 1960's early 1970's with the money he made casaria a cesspool of the super wealthy.
