I don't know how the did it but it reminds that during the second world war the British used balloons attached to cables over the city of London to foil low flying German bombers. very successfully.

What about patrolling the border of Gaza with a high flying balloon attached to a vehicle which will entangle the wires of the kite and bring it down.
