From the drawing, it seems the bridge is
1) not vehicle
2) has a hump.

The hump means people walk uphill then downhill instead of over a level structure. Why? For the beauty! Any person using a walker, crutches, wheelchair will have a harder time both up and down the slopes.

The slope also means that bicycles, etc. will travel faster on the down side.

Why not do the repairs during extended nighttime work hours between say 9pm to 5am to minimize traffic issues? Honor the G-d. Honor the Sabbath.
