The question is are we talking about Bee boxes or a Bee hive??

Bee hives are never on ground level, but always on trees !!

In Israel Bee boxes are normally white as a protection against the sun heat.

As much as I know these boxes are never close to a road side !!!

For me it was clearly done on purpose and they received what they asked for.

The bees were under attack and sadly enough in Israel some people find it funny to vandalise someone's property or to hurt animals.

The Bees are the most important animals for fruit producing and making honey that most of us love and use for Rosh Hashana (Jewish New year).
