Ruven Rivlin will not back an unstable minority government which would not last long and at the very least would create a stale government incapable of achieving much.
The public would also not approve and next time round he will be out.

When Gantz finds he is unable to form a 61+ coalition Rivlin will tell Gantz to return the mandate which will then be offered back to Netanyahu or whoever is leading Likud if Netanyahu has stepped down.
Gantz will either join a right wing coalition or go to elections and he knows if he chooses elections the public will not forgive him and his political career will be over before is begins.
