Attorney General Menachem Mazuz addressed the removal of the charges related to complainant A' from the case against suspended President Moshe Katsav: "We narrowed down her complaints from very early on, we labeled her case as a problematic one but we felt it would be right to follow through with the investigation.
"It was clear from the beginning that there are difficulties with the testimony of the second A. We knew all along we would have to decide on whether or not to pursue rape charges. Once the option of a plea bargain was put forth a new alternative was created. (Ynet)
