The suspect arrived at the Afula police station on Friday morning, and his remand was extended by seven days by the Nazareth Magistrates Court later in the day.
The girl, Tal Gino from Kfar Tavor in the Lower Galilee, suffered fatal injuries Friday evening, just after Yom Kippur began, when the ATV struck her.
Magen David Adom paramedics rushed to the scene, where they found her suffering from multiple injuries. She was taken to Haemek Medical Center in Afula in critical condition and later died from her wounds.
The ATV driver, Asad Shibli from the neighboring village of Shibli, whose license was previously revoked, was also injured, but tried to flee the scene. He was stopped by local residents and taken into police custody.
Chief Inspector Uzi Hadar, head of the motor-vehicle division in Ha'amakim district told Ynet that an initial investigation found that shortly before the accident, local Kfar Tavor residents who spotted the ATV asked Shibli to leave the premises.
"He started driving downhill wildly, hitting the girl on the way," said Hadar, adding that the Shibli was thrown off the ATV and moderately injured.
Immediately after the accident, police received information that another young man was sitting behind the ATV driver during the accident.
At first the driver refused to cooperate with the police, but later admitted that there was another person on the vehicle at the time of the accident, who had fled the scene. Police arrived at the man's home early Monday but he was not there.
Kfar Tavor residents have previously filed several complaints against ATV owners driving recklessly in the area. Several local residents went as far as demanding that police charge Shibli with committing an act of terror.
