In a letter to Internal Security Minister Yitzhak Aharonovitch, Lynn wrote "I am certain you are aware of the severe phenomena that are taking place right before our eyes. Life in Israel has become cheap.
"Women and teenagers are being murdered, and people are afraid to talk to strangers on the street," he said. "These phenomena affect both personal security and the business sector."

Business owners have turned to the Chambers of Commerce and expressed concern over the increase in illegal immigration, Lynn told the minister.
"Business owners fear for their assets in light of the flow of immigrants, who crowd into disadvantaged neighborhoods – unemployed and devoid of basic living conditions," he wrote.
"This situation can result in a severe social explosion."
Lynn accused Israel Police of allowing Palestinians and foreign migrants to reside in Israel illegally and called to boost police presence on the streets and in the neighborhoods.
He said the illegal residents "undermine the citizens' personal security and increase crime on the streets.
