You misunderstand the purpose of the commission. It was asked to facilitate a reconciliation between Israel and Turkey. It had four members. One was from Israel and one from Turkey. Hence paying compensation and expressing ''regret'' was a solution arrived at after negotiation between Israel and Turkey. Thats why Turkey has been demanding an aspology from Israel ''in the Palmer report''. They nearly got one. If they did it would have been ISRAEL'S fault ...not the UN's fault.

The videos show the IDF broadcasting to the Flotilla, explaining that the blockade is legal, that they are welcome to offload at Ashdod for inspection, etc. When the IDF boats came alongside, that was demonstration enough. After the IHH bombarded the boat, only then did the helicopters arrive. Warning enough was given.

All this time you have been saying the blockade was illegal. Do you now agree it was LEGAL? Of course you would not make a point of your change. BTW: There is no such thing as "excessive force" as it applies between combatants, as then one side could control the others' response. It only applies between soldiers and noncombatant civilians so the soldiers don't take advantage.

No, it seems that the Israeli TB's did NOT know ages ago that it was excessive force. In fact, it wasn't. They do not want to give a sop to Turkey when it is simply not true. Those who think there is such a thing as excessive force when you speak about defending against people who are out to kill you...they are the terminally stupid. You have company.

no, I mean't Israelis already knew ages ago that the report finding was going to be ''excessive force''. ( it was leaked and reported ages ago). Look Solomon, the Guardian headline today is something like ''Palmer Report finds Israel blockade lawful''. So why in Israel the main news being heard as ''EXCESSIVE FORCE EXCESSIVE FORCE EXCESSIVE FORCE...YELL IT FROM THE ROOFTOPS..UN OUT TO GET US AGAIN!!!!!!!!!!!'' If Turkey accepted the report, ignored the bad bits about itself and focused solely on the EXCESSIVE FORCE bits I they could turn this defeat into a propaganda victory because Israelis are addicted tio defending themselves against accusations of wrong-doing. Someone needs to warn them about their tendency to grab PR defeats from the jaws of victory...

...if it was a help -friendly flotilla nobody should have been hurt;but in fact it was not a friendly flotilla but they plan well in advance to have a fight with Israel soldiers... That completely contradicts the report. I can understand twisting the facts to fit their predetermined outcome, but to report one thing in the face of clear evidence of another is not just biased but deliberately misstating the facts. Dishonesty is a more grievous failing as the world was expecting something at least pretending to be forthright. As an aside, that does make the salient facts, that the blockade is legal, that attempting to run the blockade was not, and that the flotilla members violence required the IDF to take action, all of these are quite undeniable if Palmer wasn't able to spin or contradict them.

Its best to read the full report before drawing conclusions because many of the points you , and other people, have raised are explained in the full report. Its 125 pages. Its difficult for a short Ynet article to convey all the information contained in a report which takes several hours to read. Any NZer would tell you that Palmer ( an ex PM of NZ ) is not the sort of person who would be biased one way or the other. Very unemotional almost dull personality.

Sincere apologies in having misunderstood you. As #83 Eaglebeak also misunderstood, he might also agree with this post (although I can't speak for him). Apologies also for my last sentence in #70. You have a point. But I can also understand not wanting to give a sop to Turkey when it is simply not true. This is because Israel-bashers will do the same; ie concentrate on that one statement and ignore the rest.

Actually your wrong about the purpose of the report. Here is why "The Palmer Report" was written.. 1) Turkel Commission: (officially "The Public Commission to Examine the Maritime Incident of 31 May 2010") 2) "The inquiry was charged with investigating the legality of the Israeli blockade and the legality of the Israeli navy's actions during the raid, and determining whether investigations of claims of war crimes and breaches of international law conform to Western standards. It was also charged with looking into the Turkish position, and the actions taken by the flotilla's organizers, especially the IHH, and examining the identities and intentions of the flotilla's participants." Source: Wikipedia 3) "The commission was approved by the Cabinet of Israel on 14 June. The commission could hold sessions behind closed doors if it so decided.[9] The inquiry was to exclusively examine the legality of Israel's naval blockade of Gaza and the flotilla raid" "Ban Ki-Moon demands Israel reconsider rejected probe". BBC News. June 8, 2010. So when you write and I quote: "the purpose of the commission. It was asked to facilitate a reconciliation between Israel and Turkey" No, it was not!! it was asked to be an independent fact finding Commission, to look into the flotilla INCIDENT, and separate fact from fiction. Without emotion or politics.

Sarah, I usually agree with all of your posts. In this case, however, I think the U.N. report has been, for once, even-handed, and Israel should show compliance. Palmer's Report largely admits the blockade is a legimate one, and stances that Israeli naval commandos acted in self defence (although its stigmatizes the use of "excessive force"). It only requires Israel to express its regret for the loss of lives (which Israel has already done) and pay compensation to the families of the victims (which Israel has already stated its willingness to do). Why waste this unique occasion of being on the "right" side of the U.N.'s barricade?
