Abbas knows Bibi cannot agree to this shopping list even if he wanted to because it would bring down his coalition. Even if Herzog was PM he would have a hard time agreeing to this and thats why Abbas is demanding it. Abbas wants to say to the world look how hard I tried to get talks going but Bibi refused so I have no choice but to go to the UN so please vote in favour of my demands. The government must not annex Judea & Samaria or give any kind of civil status to the arabs instead lets punish them. To start with Bibi should announce the cabinet is mulling cancelling all work permits for palestinians to work inside Israel if Abbas goes to the UN. Its not against international laws, all it does is force Abbas to go on the defensive because he has to explain why he plans to put tens of thousands of his own people out of work rather than talk. Without support of the street Abbas has no power so lets turn his people against him As long as we play by Abbas rules we will loose so lets turn the tables on him.

If one start putting conditions on resuming talks, I believe Israel could put it's own like: 1) A written commitment from Abbas that there won't be any return of refugees. 2) A written commitment of Abbas that a Palestinian state will be demilitarised. 3) A written commitment that no Jewish town will have to be uprooted and that it's citizens will have a fully protected status, free of any taxes and free to travel as they wish. There are certainly other conditions, but as a start, why not?
