Abbas knows full well Bibi will not accept his demands and if he was seriously wanting concessions out of Israel to kickstart talks they would have been much more realistic Abbas knows Bibi can't accept his demand. He wants Bibi to reject it then he can go to the UN and say look I did everything possible to keep talks going but Bibi wasn't interested so talks are dead now please pass a resolution giving me statehood. It will be a non binding General assembly resolution but Abbas will then say to the UNGA individual countries should place sanctions on Israel until it accepts this new resolution and other UNGA resolutions like the right of return. Its a smart move by Abbas to go to the UN because all he needs to do is say what he wants and they will give it to him negotiations means him having to make concessions.
