Knesset committee points to shortcomings in government's and local authorities' handling of home front during war

Knesset against government functioning: MKs from across the political spectrum lashed out at the government for its failure to care for northern communities hit by rockets over 34-days of fighting with Hizbullah.

In a strong-worded Knesset report, MKs ruled: Grade – Failed.

The report was compiled by a Foreign Affairs and Defense Subcommittee, headed by Labor MK Ami Ayalon.

On Tuesday, Ayalon handed his findings to Foreign Affairs and Defense Committee Chairman, Tzahi Hanegbi.

The committee said the government failed because it did not declare a state of war, blocking a series of emergency measures such as the evacuation of northern residents to safer locations.

Residents felt they were abandoned by the government, the report read.

The report also criticized the Israel Defense Forces Home Front Command for failing to call up all reserve soldiers at its disposal, a move that could have enhanced its assistance to northern communities.

The Home Front Command should have been more active in helping local authorities in distributing food and drugs to people in home shelters.

The report warned that in future wars the home front would be exposed to rocket attacks and suicide bombings.

The report made a series of wartime recommendations including the formation of a special cabinet to assist the civilian population, a law the makes it compulsory to have public and private shelters available for emergencies all year round, and to centralize the activities of all relevant bodies at times of war.
