The Winograd Commission, which is investigating the Second Lebanon War, is expected to submit its final report by the end of 2007, Ynet has learned Thursday.

In a letter sent by the commission to Meretz MK Zahava Gal-On, its members state that they see "an utmost importance" to completing the report by the end of the year. The final report, they added, will comply with the High Court's directives on the matter.

The commission, said the letter, saw no cause to send warning letters to those probed, yet the final report is expected to be a harsh one, even if none of those probes would be declared personally responsible for the war's faults.

The commission, Ynet has learned, has finally found the proper way to edit the report, so its conclusion, along with its recommendations as to what actions should be taken against those faulted in the report, would be perfectly clear to the government, the military and the public.
