Livni: Israel's security is main issue

Foreign minister says that Israel's security is the most contested issue between Israeli and Palestinian negotiating teams; Livni will present Israel's position at EU's Euromed conference where FMs from neighboring Arab states will also be present

Foreign Minister Tzipi Livni will leave Monday for Lisbon, Portugal in order to attend a meeting of 27 foreign ministers, including those of all neighboring Arab states, where she is expected to elaborate on Israel's expectations from the Annapolis conference.

Livni is expected to make clear that "progress on the establishment of a Palestinian state is conditional upon Israel's security. This is the current bone of contention between us and the Palestinians in crafting a joint declaration for Annapolis."

The Euromed conference is to take place in Portugal, which currently holds the rotating EU presidency. The conference is held to promote regional initiatives within states on the Union's periphery.

Livni is expected to meet with various European foreign ministers as well as foreign ministers from a few moderate Middle Eastern states as well. Livni will stress Israel's commitment to the road map peace plan which Israel believes should serve as the basis for a joint declaration for the upcoming Annapolis conference.

Livni will also say that Israel is committed to evacuating illegal outposts

Foreign Minister Livni plans to detail Israeli demands from the Palestinians in the lead-up to Annapolis.

She will also say Israel does not support the creation of a timetable for negotiations with the Palestinians for fear of creating more frustration that could manifest itself in acts of terrorism should the reenergized peace talks fail.
