Spain says separatist group ETA claims responsibility for two bombings

Spain says two small bombs have damaged construction equipment in an attack claimed by the Basque separatist group ETA. The Basque Interior Ministry says the bombs went off before dawn Monday. The ministry says officials were not sure who was behind the attack until a telephone call in the afternoon from a person claiming responsibility on behalf of ETA.
